Historical Note
Southern Tier Horizons is the publication of the Broome County Board of Cooperative Educational Services (BOCES), Division of Continuing Community Education. BOCES is an extension of the local school districts, and a liaison between those districts and the State Education Department. The BOCES system was designed to allow school districts to share the cost of certain educational and administrative services.
