Scope and Contents

This collection contains correspondence, newspaper articles, and documents pertaining to the $500 million bond issue referendum for financing New York State prisons. On November 3, 1981, New York State voters voted against the bond issue. The bond would have financed an expansion of the state prison system and was proposed to keep up with the growing prison population.

Biographical Note

Graham R. Hodges (1915 - 2004) was a parish minister and pastor in northern and central New York. Hodges was actively involved in local and state issues and was an advocate for social justice. He published several books of children's sermons and wrote numerous magazine articles as well as letters to the editor.
